Expressions of interest for a position on the Board of Caranua (the Residential Institutions Statutory Fund)
The Minister for Education and Skills, Jan O’Sullivan, T.D. announced that expressions of interest are being sought from suitably qualified and experienced persons to fill a vacancy that has arisen on the Board of Caranua, the Residential Institutions Statutory Fund.
(Media-Newswire.com) - The Minister for Education and Skills, Jan O’Sullivan, T.D. announced that expressions of interest are being sought from suitably qualified and experienced persons to fill a vacancy that has arisen on the Board of Caranua, the Residential Institutions Statutory Fund. The person appointed will be serve until the term of office of the current Board expires in March 2017.
The vacancy will be filled by a person who, before attaining the age of 18 years of age, resided in an institution specified in the schedule to the Residential Institutions Redress Act 2002.
The Minister said: “This is an opportunity for a person who was a resident in a scheduled institution to participate in the important work being carried out by Caranua. I would encourage interested persons to submit an expression of interest in the position.”
The process of filling the vacancy on the Board of Caranua is being managed by the Public Appointments Service ( PAS ) under the revised procedures put in place in late 2014 for the appointment of persons to positions on State boards. Applications may only be made through the dedicated website www.stateboards.ie. PAS will undertake an assessment process in relation to the expressions of interest received and at the end of that process it will provide the Minister with a list of candidates deemed to be suitable for appointment to the Board.

Caranua ( the Residential Institutions Statutory Fund )
Caranua was established in March 2013, under the provisions of theResidential Institutions Statutory Fund Act 2012 ( the “2012 Act” ) to use the cash contributions of €110 million offered by the religious congregations to support the needs of some 15,000 survivors of residential institutional child abuse who received awards from the Residential Institutions Redress Board or equivalent court awards. The principal functions of Caranua are set out in section 7 of the 2012 Act.
Section 11 of the 2012 Act specifies that the Board will consist of 9 members, of whom 4 are persons who were resident in an institution specified in the schedule to the Residential Institutions Redress Act 2002 before they attained the age of 18. That schedule ( as amended ) lists a total of 139 residential institutions to which that Act applied.
No remuneration is paid to the members of the Caranua Board but they are entitled to claim travel and subsistence allowances in accordance with Government guidelines.
Caranua began accepting applications in January 2014 and by the end November 2014 over 3,700 applications had been received and €7m paid in support of eligible applicants.
